Director of Finance & Operations (Pakistani Nationals Only)

USAID Training for Pakistan (TFP) Project


World Learning seeks a close-out Director of Finance & Operations for our USAID-funded Training for Pakistan (TFP) project. The goal of this four-year project is to provide turn-key participant training and capacity development services to USAID/Pakistan’s contractors, grantees, and partners under Government to Government assistance programs, and at times to the Mission directly. This Mission-wide program supports all USAID sector teams interested in exchanges or training of host-country Pakistani nationals.

The Director of Finance & Operations is responsible for the oversight of TFP project field finances, procurement and logistics, and leads the establishment and management of systems and procedures required to ensure compliance with USAID regulations, Pakistani law, and World Learning policies. Under the guidance and supervision of the Chief of Party (CoP) and in coordination with World Learning home office staff, s/he ensures the financial and administrative integrity of all project transactions. The Director of Finance & Operations implements a robust financial reporting system, directs and tracks all project expenditures and grant disbursements, and supervises project operations, including logistics. S/he oversees a multidisciplinary finance and operations staff responsible for finance, accounting, procurement, information technology (IT), human resources (HR), and contracting. Please note that this is a close-out position, with a period of performance until May 2018. This position is based in Islamabad, and reports to the Chief of Party.

  

Responsibilities

  • Manage USAID/Pakistan participant training funds for TFP project participants;
  • Establish and maintain financial management, reporting, and accounting control systems providing data measurements on financial reporting for training expenditures by development objectives;
  • Prepare budgets and revenue plans for project programming and corporate reporting, and provide on-going financial administration to project including approvals of purchase requisitions, consultant agreements, vendor invoices, and client invoices;
  • Provide and/or arrange financial analysis for institutional diagnosis, training planning, and evaluation;
  • Lead TFP procurement efforts, including the selection and negotiation with vendors, and the management of subcontractors;
  • Prepare pipeline analysis of the TFP project for USAID/Pakistan;
  • Coordinate with USAID/Pakistan’s Office of Financial Management, as appropriate, regarding the management of US dollar and local currency;
  • Direct World Learning’s cost containment efforts and other cost-effectiveness programs.
  • In close coordination with the CoP, establish and maintain small grants management procedures;
  • Manage internal control process, procurement, audit and other administrative functions, and supervise the finance, operations, procurement, HR, and IT teams;
  • In consultation with the CoP and the home office Finance Manager and Deputy Director of Compliance, support contract administration, including proper reviews of contracts and adherence to World Learning signatory policy, as well as compliance with all legal and performance requirements, regulations, and policies;
  • Provide training to field staff on project procedures as well as building skill-levels of project staff in donor requirements, regulations, and compliance;
  • Supervise asset and inventory management;
  • Coordinate with the Operations Risk Advisor to support project office safety and security;
  • Serve as Acting CoP in the absence of the Chief of Party;
  • Other duties as assigned by the Chief of Party.

Requirements

  • Bachelor’s degree in business administration, finance, accounting, or a related field. Master’s degree preferred;
  • A minimum of seven (7) years of progressive experience in the financial and administrative management of large, complex USAID-funded projects, or at least ten (10) years of experience with a Bachelor’s;
  • Demonstrated capacity to manage the financial and administration functions within the broadened results-oriented programming, including financial controls, accounting, auditing, and reporting on expense validation, reimbursements, and accruals;
  • Supervisory and/or management work experience including direct supervision of professional and support staff and the quality evaluation of staff performance and deliverables, and a demonstrated capacity to supervise a complex financial management or general ledger system;
  • Knowledge of USAID rules and regulations, and familiarity with USG Cost Accounting Standards;
  • Experience with public or private sector management, financial analysis, cost accounting.
  • Strong analytical and computer skills, with an emphasis on budget and financial analysis;
  • Strong ability to communicate effectively orally and in writing in both Urdu and English.
