Objective of the Consultancy

Forecasting and quantification, one of the critical elements of the supply chain system, relies on access to reliable data, knowledgeable workforce, and close coordination of key stakeholders. Without these three key components, quantification exercises often lead to inaccurate forecasts of commodity needs, resulting in an under or oversupply of health commodities. 

As per the approved Work Plan FY17 of USAID funded Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM), the project provides technical support to the Governments of Punjab, Khyber Pakhtunkhwa and Balochistan provinces for forecasting and quantification of MNCH commodities. With the project support, the provinces have finalized MNCH Very Essential Medicines Lists (VEML) and notified all users to ensure priority product availability at all levels of the supply chain. In this regard, province specific MNCH data tools were developed in consultation with relevant provincial MNCH Programs for acquisition of primary data for forecasting and quantification. However, quality and reliable MNCH data collection has been a challenge. With a view to overcome the challenges of gleaning quality data from the relevant sources to inform the quantification exercise, GHSC-PSM project intends to engage the services of a short-term consultant whose scope of work is defined below.

Eligibility Criteria

  • Post graduate degree in Pharmacy, Public health, or procurement and supply management;
  • Minimum 10 years’ experience in public health with 5 years specifically in MNCH supply chain management, including 3 years of relevant experience in Forecasting & Quantification.
  • Professional knowledge on Forecasting & Quantification principles, tools and methods
  • Good command on English language; proficiency in regional language/s will be an added advantage
  • Experience in liaising with public sector departments
  • Willingness to travel to Punjab and KP provinces
Specific Tasks

The consultant will closely work in coordination with MNCH/LHW programs of departments of health in Punjab, Khyber Pakhtunkhwa and Balochistan to undertake quantification and forecasting of MNCH commodities as outlined in respective VEMLs. The consultant will produce quality forecasting/quantification, maintaining highest degree of integrity and ethical standards. 

  • Review the existing forecasting and quantification templates (if any) and methodologies of the provinces
  • Review data collection templates developed by GHSC-PSM project and suggest improvements that could accurately capture the requisite MNCH data
  • Consult all relevant public and private sector stakeholders within the provinces for acquiring requisite MNCH data
  • Ensure quality data capturing from multiple sources using current / improved data templates
  • Collect and review last 5 years’ procurement data for MNCH commodities for each province
  • Suggest best approaches and methodologies of forecasting and quantification substantiated by realistic and rational factorization
  • Provide technical support to the Director, Quantification, Forecasting and Procurement, in undertaking forecasting and quantification of MNCH commodities for the next 5 years (2018-22).
  • Facilitate GHSC-PSM program in presenting 5 years’ MNCH priority products requirements in a consultative meeting / workshop with all stakeholders for review and consensus

Deliverables

  • Revised or newly designed province specific MNCH data collection templates
  • Detailed narrative notes for each factorization.
  • Complete data sets used for quantification and forecasting.
  • Final approved 5 years’ (2018-22) quantification for MNCH very essential medicines for Punjab, Khyber Pakhtunkhwa and Balochistan.
  • Final assignment report with deployment plan

Duration of Assignment

The expected duration of the assignment is July 26, 2017 till September 15, 2017 with a total LOE (Level of Effort)/ Working days of 25 days.
