Public Private Partnership Specialist

 

Scope of Work

 

 

Background:

Khyber Pakhtunkhwa Governance Project (KPG) aims to support transitional activities in Khyber Pakhtunkhwa Province to promote democratic processes, strengthen the ability of provincial government to be responsive to citizen needs, and create opportunities for gender equality and women’s empowerment thus bringing positive changes in attitude, perceptions and behavior about the quality of governance in the province. The project will promote the success of the Government of Khyber Pakhtunkhwa (GoKP) and its reform agenda by engaging directly with the provincial departments, sustaining public engagement and strategic communications, and providing integrated assistance “packages” of activities that support specific GoKP objectives.

 

The Government of Khyber Pakhtunkhwa has promulgated Public Private Partnership (PPP) Act 2014 to provide the participation of private sector in financing, development, operation and maintenance of infrastructure and development projects as well as other related services of Government through concession contracts in PPP mode. In addition, the Act also outlines the establishment of institutions to regulate, monitor and supervise the implementation of PPP contracts.

 

As a startup support, Government of Khyber Pakhtunkhwa has established a PPP Unit within its Planning and Development Department (P&DD) in order to contribute towards development of high quality PPP projects in the province. P&DD, in turn, has requested for provision of Technical Assistance for its PPP unit focusing on different issues related to PPP projects. These projects may be stand-alone projects initiated by the Provincial Government and they will also include the ones developed under CPEC. KPG project is of the view that provision of relevant Technical Assistance will enable P&DD to play its role more effectively especially in dealing with PPP projects given the emerging challenges under CPEC and the PPP regime which will be initiated under the PPP Act 2014. The TA will also provide support in establishing a favourable framework to promote and facilitate the implementation of privately financed infrastructure projects and will lead to greater transparency, fairness as well as long term sustainability. The TA will also lead to identifying impediments as well as solutions for award of PPP contracts and their regulation, monitoring and supervision. It is expected that these PPP projects, once completed, will contribute significantly to the economic and social development of the province and its citizens by providing numerous opportunities for trade, commerce and employment. This will lead to more prosperous society thus increasing communities’ resilience to violent extremism.

 

Purpose:

This Technical Assistance will support the P&DD in establishing a favorable framework to promote and facilitate the implementation of privately financed infrastructure projects which will be under CPEC as well as a standalone initiative.

 

Objectives and Duties

The Consultant will :

  • Assist in formulation of policy guidelines on PPP development process
  • Analyze and recommend PPP risk allocation and develop appropriate risk profiles for different projects
  • Ensure that all upcoming concession contracts/agreements are consistent with PPP Act 2014 and ensure efficient implementation
  • Develop a pipeline of viable and bankable PPP projects
  • Prepare and submit recommendations on PPP projects to relevant line departments. Each recommendation should over the proposed PPP activity and describe the strengths, weaknesses, opportunities and threats.
  • Liase with other experts of PPP support unit and coordinate their inputs into viable proposals
  • Review all project documents and prepare work plans for implementation of the PPP Support Unit/PPP Nodes activities.
  • Ensure that KP Government’s PPP agenda is conceptualized and designed through consultation important initiatives are in line with the Integrated Development Strategy of the province.
  • Assist provincial line departments in developing guidelines and mechanisms that will promote and encourage investment in the private sector.
  • Liaise between various stakeholders at provincial and federal level for removal of bottlenecks, if any, related to different development initiatives.
  • Any other task assigned by Chief Foreign Aid and Chief of Party KPG or his/her designee.

 

Deliverables

The deliverables will include:

 

  • Identify, prepare and catalogue at least 5 potential sectors/areas/projects that are feasible and economically viable for public private partnership in the province and in line with the PPP Act 2014. Submit a detailed Report regarding the identification and preparation of these 5 potential projects based on PPP Act 2014.
  • Conduct a policy dialogue with government departments, development partners, private sector and other stakeholders for promoting public private partnership taking into account the PPP Act 2014 and submit a comprehensive Report in light of the policy dialogue recommendations regarding the impediments so far faced by different stakeholders and their redressal as well as any changes to the PPP Act 2014
  • Conduct at least 5 trainings and 5 awareness programs on regarding PPP investment projects in the province. Submit a detailed Report on the outcome of these trainings and awareness programs.
  • Give inputs for the new Integrated Development Strategy to P&DD vis-à-vis PPP investments. These inputs are to be documented and submitted in the shape of a comprehensive Report.

 

Reporting and timeframe

The consultant will report directly to the Chief Foreign Aid P&DD and to the KPG Technical Lead for inputs provided to the Department. The STTA deliverables will need to be completed within 60 working days spread over a period of six months. All deliverables will be approved by Chief Foreign Aid P&DD or his/her representative and KPG Technical Lead.

 

Qualification & Experience

  • Master degree in Economics, Business/Public Administration or in relevant field.
  • Minimum 10 years of progressive experience in identifying and developing government infrastructure and services through public private partnership. 
  • Minimum 5 years Business Development experience especially related to Public Private Partnership projects in reputed public and private sector organizations
  • A relevant Master’s degree from a recognized university preferably in Business, Commerce, Economics, or in relevant field.
  • Solid understanding of issues relating to business development and service delivery
  • Ability to conceive and develop PPP Business models
  • Must be exposed to economic cost benefit analysis of PPP projects
  • In-depth understanding of Khyber Pakhtunkhwa PPP Act 2014 will be considered as an added advantage.
