Agricultural Economics and Rural Development Specialist

 

Scope of Work

 

Background:

The USAID funded Khyber Pakhtunkhwa Governance Project (KPG) aims to support transitional activities in Khyber Pakhtunkhwa Province to promote democratic processes, strengthen the ability of provincial government to be responsive to citizen needs, and create opportunities for gender equality and women’s empowerment thus bringing positive changes in attitude, perceptions and behavior about the quality of governance in the province. The project aims to promote the success of the Government of Khyber Pakhtunkhwa (GoKP) and its reform agenda by engaging directly with the provincial departments, sustaining public engagement and strategic communications, and providing integrated assistance “packages” of activities that support specific GoKP objectives.

In order to channelize China Pakistan Economic Corridor (CPEC) as well as other donor related activities such as interventions being proposed and implemented by World Bank, USAID, ADB, DFID, GIZ and other prominent donors working in the province, a Unit of experts is being created in the Planning and Development Department (P&DD), Government of Khyber Pakhtunkhwa (KP0. This Unit will primarily assess the strategic and economic viability of various donor funded projects in close collaboration with relevant donors including but not limited to analyzing the impact of these projects, develop various implementation mechanisms, ensuring timely and effective completion, and developing ancillary infrastructure and services to significantly benefit from these projects.

 

KP Planning and Development Department has requested KPG Project for provision of short term technical assistance in six areas.

Economic analysis,

KPG is of the view that through the provision of the much needed technical assistance and given the enhanced level of donor funding and activity in KP, KP Government and particularly KP’s P&DD capacity to play a more proactive and preparing the provincial government for challenges that lie ahead in implementation of donor funded interventions will be enhanced. The unit having the required technical expertise will also lead to institutionalization of reforms initiated under various donor funded interventions since the Cell will become a repository for keeping a record of all such initiatives whether they are taken under CPEC or other donors. In short, the Unit will be KP Government’s focal point for effective implementation of its developmental agenda. Needless to state, that all the interventions where technical support will be provided through this unit is going to contribute significantly to the economic and social development of the province and its citizens by providing numerous opportunities for trade, commerce and employment. This will lead to more prosperous society thus increasing communities’ resilience to violent extremism.

 

Purpose:

KP P&DD requires Technical Assistance (TA) in identifying, developing and analyzing interventions initiated by different donors as well as CPEC within the areas of Agriculture and Rural Development in order to create synergies regarding various developmental activities.

 

Objectives and Duties

The Consultant as part of the Unit of Technical Experts in P&DD will:

  • Plan, prepare and, where needed, directly support or execute technical assessments to inform KP Government generally and especially KP P&DD positioning in Agriculture and related strategies
  • Lead in the development of a comprehensive Agriculture strategy within the ambit of Integrated Development Strategy and incorporating relevant data. This will be done in consultation with relevant stakeholders including the line department. 
  • Ensure that all donor funded trade and investment related initiatives are in line with the KP Government’s current Integrated Development Strategy’s Agriculture and Rural Development sectors and suggest measures for removal of impediments and gaps in the provincial strategies. .
  • Contribute to all Agriculture and Rural Development related initiatives and identify future areas of investment and provide relevant support in Agriculture/Rural Development related negotiations undertaken by the provincial government.
  • Liaise between various stakeholders at provincial and federal level for removal of bottlenecks, if any, related to different trade/investment related initiatives.
  • Any other task assigned Chief Foreign Aid of Planning and Development Department and Chief of Party KPG or his/her designee.

 

Deliverables

The deliverables will include:

  1. Submission of a comprehensive Agriculture Strategy Paper as well as a Rural Development Paper for achievement of current agriculture and rural development related targets based on thorough review of Integrated Development Strategy. The STTA will also document impediments to achievement of targets and suggest/document measures to be taken by different stakeholders on how to deal with the bottlenecks as well as monitoring of such measures. In this regard the STTA will convene meetings and dialogues with all the relevant stakeholders including relevant provincial government officials, donor representatives, members of the business community and prominent civil society representatives. 
  2. Submission of a Research Paper on Agriculture related opportunities in the province. This Research Paper will lead to inputs in the new Integrated Development Strategy formed for the province. The paper will be drafted in close collaboration with relevant line departments, donors, civil society representatives and business community members. Main emphasis will be to guide the P&DD on formulation and execution of policies and also give input on design and trade related projects (including those initiated under CPEC) in order to attract foreign as well as local investors.
  3. In consultation with relevant line departments especially P&DD, prepare at least 5 Bankable Business Plans each related to Agriculture as well as Rural Development and market the same to potential investors through conferences/workshops arranged by P&DD.

 

Reporting and timeframe

The consultant will report directly to the Chief Foreign Aid P&DD and to the KPG Technical Lead for inputs provided to the Department. The STTA deliverables will need to be completed within 60 working days spread over a period of six months. All deliverables will be approved by Chief Foreign Aid P&DD or his/her representative and KPG Technical Lead.

 

Qualification & Experience

  • Master degree in Rural Development and/or a Masters/PhD in Agricultural Economics.
  • Knowledge of Rural Development and Agricultural Economics is a must especially related to initiative made by KP Government
  • Minimum 1-2 years of progressive experience in Rural Development sectors especially in KP and FATA 
  • Demonstrated experience of working with the government.
  • Thorough understanding of KP Government initiatives especially CPEC
