Description of the Unit:

In 2007, Trócaire opened a country office in Pakistan. Our goal in Pakistan is, ‘to contribute to a just and equal society where people have control over their own lives and are holding those in power to account.’ Trócaire’s work in Pakistan focuses on four key areas: rights of bonded labourers, preparing for and responding to emergencies, tackling gender-based violence and securing sustainable livelihoods. We currently work with over 20  partners in Sindh, Punjab and Khyber Pakhtunkhwa. Our partners encompass a diverse array of organisations with expertise in advocacy, community mobilisation, awareness raising, humanitarian response, service delivery, legal assistance and research.

Background to the Role:

The objectives of the Challenging Gender Based Violence (GBV) Programme are:

  • To ensure that survivors of GBV can access quality support services;
  • To enable men, women, boys and girls to think critically about GBV and take steps to prevent it;
  • To ensure the implementation of legislation that safeguards women’s rights.

Team Relationships:

Programme Director (1), Programme Manager – Gender (1), Programme Officers - Gender (3), Finance Officers - Gender (2), Finance and Administration Officer (1) and Monitoring, Evaluation and Accountability Manager (1). In addition, the post holder will be required to engage with other relevant staff in Pakistan and Ireland.

Role Description

Scope of the Role:

This role will be based within Trócaire’s Challenging GBV programme team and will be responsible for managing partnerships (civil society, private sector and government) on advocacy and media engagement and representing Trócaire in national and provincial networks. They will ensure programme objectives are met through effective programme management, finance management and monitoring and evaluation.

Key Duties & Responsibilities:

Partnership and Programme Management (60%)

  • Build and maintain excellent relationships with partners (civil society, private sector and government)
  • Support partners to develop project proposals, budgets and work plans that meet programme objectives
  • Mentor and guide partner staff in planning, implementation, documentation and monitoring of activities and ensure the transfer of grants to partners
  • Prepare quarterly programme updates and reports on progress
  • Review partner narrative and finance proposals and reports and draft reports for donors
  • Act as the focal person for Trócaire’s engagement with the National and Provincial Commissions on the Status of Women, Women’s Parliamentary Caucus and others as appropriate
  • With the Finance Officer, review partner budgets and financial reports and ensure compliance with Trócaire and donor policies and procedures
  • Support partners in developing content/messaging, and where necessary, ensure required approvals are secured for all public engagement including media campaigns and advocacy activities
  • Provide guidance and support to partners on the effective use of Results Based Management
  • In coordination with the Programme Manager and Monitoring, Evaluation and Accountability Manager, ensure timely and accurate monitoring of activities
  • Conduct quarterly field visits to partners, including joint visits with Finance Officer/s, to ensure project activities are on track and providing support and feedback on implementation

Advocacy (30%)

  • Develop, deliver and refine an advocacy strategy for the GBV programme, in line with the programmes objectives
  • Identify and influence key policy and decision makers on the programme’s advocacy objectives
  • Provide support to other partners in developing and delivering their advocacy strategies and content/messaging

Networks and Alliances (10%)

  • Lead on Trócaire’s engagement with the Ending Violence Against Women and Girls (EVAWG) Alliance and other relevant networks
  • Build relationships with external allies and partners to advance Trócaire’s GBV advocacy objectives
  • Represent Trócaire at external meetings, workshops and events

Safeguarding Programme Participants

  • Support Trócaire to communicate and deliver upon its commitment to safeguarding programme participants, particularly among partner organisations.
  • Create opportunities to receive feedback and complaints regarding Trócaire’s operations and support management in responding to such concerns.

Other

  • Participate in team meetings, programme annual review meetings and any other meetings as required
  • Provide required advocacy and communications support to Trócaire and partners as part of a humanitarian response
  • Undertake any other responsibilities assigned by the country management team

Person Specification

Qualification

  • Minimum master’s degree in development studies, gender, advocacy or other relevant field

Experience

 

  • 5 years’ experience working on partnership and programme management in the development sector
  • 3 years’ experience of working on gender equality, advocacy and rights based approach

Skills

  • Experience of programme and financial management skills
  • Experience of working with partners and a partnership approach
  • Strong facilitation and capacity building skills
  • Track record of influencing policies at provincial and national level
  • Proven ability to work with diverse networks and partners
  • Ability to distill complex information and produce a variety of written and visual communications materials in a clear and concise style
  • Excellent oral and presentation communications skills
  • Computer literacy skills in Microsoft Word, Excel and Outlook
