The Aga Khan Foundation (Pakistan) [AKF(P)] is seeking high caliber professional for the following position to be based in Islamabad:

 

Programme Associate for Monitoring, Evaluation, Research & Learning

 

The incumbent will report to Manager, Monitoring, Evaluation, Research & Learning (MERL). The Program Associate for Monitoring Evaluation Research and Learning (MERL), a member of the Policy and Partnerships team, helps to ensure that the work carried out by AKF(P) and its partners in Pakistan is well-designed, well-executed, and well-learned-from. He/she is the primary person responsible at AKF(P) for data management, liaising with colleagues across Pakistan and in Geneva to ensure that management information systems are effectively integrated into project design and execution. He/she also works collaboratively with colleagues in the Programme and Finance teams to design and employ effective performance management plans; develop project frameworks; and support MERL processes during project implementation. His/her main duties & responsibilities will be as follows:

 

Main Responsibilities:

 

Data and Knowledge Management

 

a)       Lead AKF(P)’s use of management information systems

  1. Contribute to the design of new MIS.
  2. Train colleagues in use of MIS.
  3. Ensure AKF(P) remains up to date with respect to AKF global data management systems and processes.

b)      Support the Manager, MERL in the development of AKF Pakistan MERL systems, including strategies, policies/SOPs, and tools.

c)       Work closely with AKF Geneva to integrate global MIS with AKF Pakistan’s systems and processes.

d)      Stay abreast of industry developments in MERL and share with AKDN colleagues.

 

Programme Design and Management

 

a)       Collaborate with Policy & Partnerships, Programmes, and partner agency colleagues to ensure that projects under development have solid MERL frameworks from an early stage; help develop and/or review proposal documents as necessary.

  1. Assist in development of performance indicators and targets for each project component and for each level of the objective hierarchy.
  2. Stay abreast of current data and research in AKFP’s fields of work in order to contribute to project design and communications.

b)      Assist the Programmes team in preparing work plans, budgets, and financial and narrative papers for individual projects, as required, as well as for the annual AKF (P) budget process with the guidance of the Director, Policy & Partnerships.

  1. Agreeing how to record, report and analyse progress against the work plans and designing the format of such progress reports.
  2. Assisting with the management of consultants in accordance with the approved policies and procedures for timely and quality delivery of outputs.
  3. Guiding and supervising organisations that are sub-contracted to implement special surveys or studies required for evaluating project effects and impacts.
  4. Determining information needs of project management, implementing partners and primary stakeholders, and the donor agency.
  5. Designing the tools and procedures for operational monitoring;
  6. Collecting, compiling and analysing reports prepared by implementing partners and assisting in the preparation of consolidated progress reports for project management to submit to the donor, in accordance with approved reporting formats.

 

Required Qualifications

 

The incumbent should have a Master’s degree in Social Sciences with a research component; academic grounding in data science and research methods preferred five years of experience in MERL and/or database management, preferably within a development organization and/or funded by foreign government donors. Knowledge of database management programming languages is an advantage.
