An international consulting firm is currently accepting applications from qualified candidates for the above position to support a KP based USAID funded project.

Roles & Responsibilities 

The Program Director will provide overall programmatic vision and oversight of activities supporting the Government of Khyber Pakhtunkhwa in promoting democratic processes, strengthening the provincial government’s responsiveness to citizen needs and creating opportunities for citizens’ participation, gender equality and women’s empowerment in order to bring positive changes in citizens’ attitude, perceptions and behavior about the quality of governance in the province. More specifically, s/he will: 

  • Identify and hold consultations with key stakeholders in the public and private sector, civil society and academic institutions, organizations and entities that can positively affect and promote good governance in the province. 
  • Support the program team in identifying, developing and implementing specific project interventions that have the potential to further strengthen and improve both the supply and demand side of governance in the province. 
  • Work closely with the technical team to identify potential areas for grant financing, short-term technical assistance and training and capacity building of public and private sector, civil society and academic institutions, organizations and entities. 
  • Identify/validate institutional capacity issues in grantee organizations and develop/implement capacity building support by the project. 
  • Supervise and monitor program interventions to ensure that these meet Project goals and objectives.
  • Supervise and monitor program implementation pace to keep up with program targets in coordination with the COP.
  • Review monthly, quarterly and annual progress reports for their completeness and quality.
  • Support grant evaluation based on indicators laid out in the grant agreement, highlighting successes and challenges faced during implementation.
  • Support the Director M&E in the design and implementation of baseline and subsequent assessment surveys to measure changes in public attitude, behavior and perception about the quality of governance in the province. 
  • Document best practices and lessons learned from implementation, and make recommendations on future opportunities and challenges.
  • Support the COP in developing and nurturing strong cooperation and collaboration between the Government of Khyber Pakhtunkhwa, USAID and the Project.
  • Perform other duties as assigned by the COP.

Qualification and Experience

  • Post graduate degree in management or social sciences.
  • Minimum 15 year of progressive experience in management preferably in the public sector.
  • Thorough understanding of public sector governance structures, systems and procedures.
  • Understanding of drivers of instability and issues and challenges of conflict affected areas.
  • Experience of working with or on donor-funded projects in a senior management role.
  • Strong computer and interpersonal communication skills.
