Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides  data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:

The 2008 and 2013 national elections were encouraging steps in Pakistan’s evolution towards full democracy. Despite this progress, however, allegations of fraud and systematic vote rigging in the 2013 election led to prolonged protests by Pakistan’s opposition political parties, the formation of a Judicial Commission headed by the Supreme Court Chief Justice to investigate the allegations, and ultimately the establishment of the Parliamentary Committee on Electoral Reforms. In 2016, USAID/Pakistan funded the Pakistan Electoral and Democracy Support (PEDS) project to promote more transparent, accountable, inclusive, and responsive electoral and democratic processes. USAID has requested MSI to monitor the activities of two PEDS implementing partners, the Trust for Democratic Education and Accountability and the United States Institute of Peace, to ensure their activities are implemented in accordance with their activity workplans.

MSI is seeking a Data Analyst to coordinate with the field monitors, oversee their field work, and prepare site visit reports based on the monitors’ reported data. This is a full-time position, averaging approximately 40 hours per week. The estimated duration of this assignment is approximately 11 months starting from July 2017.

Responsibilities:

  • Participate in an orientation and training session in Islamabad to become familiar with the monitoring assignment, data collection instruments, data collection process and schedule, and analysis and reporting.
  • Coordinate with field monitors to obtain daily, completed checklists.
  • Prepare site visit reports based on completed checklists.
  • Assist with logistical arrangements for field monitors.
  • Oversee the field monitors to ensure that challenges with the data collection process are quickly resolved and that the submitted checklist data is clear and meets MSI’s quality standards.
  • Coordinate and liaison with the implementing partner’s field activity managers.
  • Perform other related tasks assigned by MSI PERFORM.

 

Qualifications:

  • At least a Master’s degree in social sciences or a related field.
  • A minimum of three (3) years of experience in qualitative and quantitative research, analysis and report writing.
  • Willingness and ability to travel to the field as required.
  • Fluency in written and spoken English.
