5.     Purpose of the Position

The Project Manager will be responsible for the overall management, implementation, and coordination of a project to be implemented in Khyber Pakhtunkhwa on mainstreaming DRR in education. S/He will be responsible to expand and updates the disaster risk reduction conceptual understanding, awareness and technical capacity of Provincial Education department assisting them to build the resilience of education system through an integrated approach of consultation, analysis and the inclusion of different actors. S/He will review reports received from the partners and provide inputs for DRR related documents, DRR models and guidelines and necessary donor reports.  S/He will be responsible for representation and relationship-building between implementing organisation and other international and national NGOs, donor partners, and government stakeholders at national and provincial coordination and advocacy platforms. S/He will be responsible for the development and delivery of advocacy activities with donor partners and government stakeholders, both high-level (policy/legislation) and project-level. S/He will provide technical support to the development of all written materials produced under the project including, training manuals, education materials, curriculum, and policies/governance documents.

6.     Specific Responsibilities

Thematic 

  • In coordination with the provincial Education department lead the process of revisions/adjustment and refining existing school based DRR models, for implementation in the urban context in order to  mainstream DRR. The PM will be responsible to enhance institutional capacity of the Education department in DRR.
  • Policy advocacy for financial allocations for DRR in annual development plans of the Education department and the provincial government
  • Lead preparation, review, and periodic revision of the project implementation plans
  • Keep close coordination with the relevant staff of the implementing consortium partners for harnessing support for the Project.
  • Make sure that the project activities are implemented effectively with high impact according to agreement with donor and technical quality standards.
  • Provide strategic and day to day support to the field teams for implementation of the project activities in the targeted schools
  • Provide support to the relevant project staff for cascade trainings for school teachers
  • Leading the review of DRR IEC materials from a child-centred perspective
  • Monitor progress through field visits, review of indicators, and meetings with staff, communities, partners, and other stakeholders.

Management

  • Responsibility for the overall management and implementation of the project.
  • Overall responsibility for the financial monitoring and control of the project budget.
  • Support field staff involved in the project by providing assistance and guidance where necessary and appropriate.

Reporting, lessons learnt and knowledge sharing

  • In cooperation with the field coordinator identify valuable experiences, promote and share good practices and lessons learned
  • Have overall responsibility for the monitoring, evaluation, and reporting of the project
  • Ensure accurate and timely reporting of the project to the donor


Coordination

  • Responsible for liaison with focal points in national and provincial disaster management authorities.
  • Maintain close linkages with the partners for development of common tools and advocacy strategy.
  • Coordinate regularly with relevant stakeholders for resource and knowledge sharing.
  • Coordinate closely with other projects funded by the same donor on the same thematic areas being implemented in the project area.
  • In addition to the laid out terms, the Project Manager is responsible to fulfil any additional duties put forward by his/her direct supervisor.

Qualifications and experience

Essential:

  • Master Degree in Disaster Management or in a Social Science discipline
  • Demonstrable experience of project management including planning, monitoring, financial and budget management and reporting
  • Demonstrated experience of working with government authorities and communities
  • Knowledge of disaster risk management and importance of mainstreaming DRR in education; national and international developments in the areas of mainstreaming DRR in education.
  • Excellent representational and advocacy skills with experience of negotiating and influencing governments, working with partners, donors and development agencies.
  • High fluency in English (written and spoken)
  • Excellent interpersonal, communication skills and ability to build a strong and highly functioning team
  • Training/capacity building development and delivery skills and experience.
  • Strong presentation and reporting skills

Desirable

  • Familiar with development context of Pakistan and especially with regards to Khyber Pakhtunkhwa, the cultural and hazard contexts
  • Experience of working with the government and communities in Khyber Pakhtunkhwa
