TRF+ is a technical assistance project in health, funded by the Department for International Development (DFID), UK and managed by Mott MacDonald Limited, UK. The aim of the project is to provide technical support to the governments of Khyber Pakhtunkhwa and Punjab for implementing health reforms to improve Reproductive, Maternal, Neonatal and Child Health and Nutrition services, managed by the health departments. The project is a part of DFID’s Provincial Health and Nutrition Programme (PHNP), under which financial aid is provided to the provincial governments for health reforms.

TRF+ requires the services of Public Financial Management Specialist for KP based in Peshawar and reporting to the Provincial Team Leader (KP). This is one of the key position of the project.

Position Purpose and Summary: 

The incumbent will provide support to health department of KP province for strengthening its financial management systems and building related capacity. He/she will be Working with the Financial Management Cell of Department of Health, provide technical support, directly and through consultants, to health department and programmes at both provincial and district levels for strengthening their financial management and reporting systems and implementing the fiduciary risk mitigation plan and building related capacities.

Job Responsibilities:

The incumbent will work closely with the Financial Management Cell of Department of Health and in coordination with concerned provincial and district authorities, under the guidance of TRF+ Provincial Team Leader, to:

  • Developing Technical Assistance work-plan related to Public Financial Management, which will be formulated in conjunction with the Provincial Government and Districts and approved by the Provincial TRF+ Executive Committee.
  • Liaise with the provincial and/or district officials for identification of their TA needs.
  • Implement approved TA work plan relating to PFM by providing TA directly and/or through consultants as per specific TA requirement.   
  • Ensure all processes of procurement of consultants for TA comply with best international practice including:
    • TA falls within the parameters of the programme purpose and outputs;
    • Clear specification of purpose, outputs, activity, timeframe, personnel required and budget;
    • Quality assurance of TA process, outputs and outcomes; and
    • Cost is contained and accounted for.
    • Brief and debrief TA consultants or consultancy firms as appropriate.
    • Monitor effectiveness of TA against its specification.
    • Contribute to developing a national database of consultants, including meeting and assessing potential TA support personnel.
    • Contribute to lesson learning and dissemination of knowledge products.
    • Ensure provision of quality TA and drive implementation of the Risk Mitigation Plan as approved by the Department of Health.
    • Responsible for implementation and compliance with the Mott MacDonald Integrated Management System regulations.
    • Contribute to writing programme reports and collating statistics as required by the Provincial Team Leader.

The post holder will be based in Peshawar and will be required to attend meetings in Islamabad and Lahore, as required.  This job description will be reviewed and agreed at regular intervals according to the needs of the project.

Qualification & Experience:

Master’s degree in Accounting, Financial Management or other related discipline. At least 10 years’ experience in the field of Public Financial Management in health sector at a senior level and experience of health financing in Pakistan is required. This position require substantial knowledge of health sector in related provinces and experience of working with government systems and senior officials. Excellent competencies in English and MS Office are required.
