USAID/Pakistan has awarded the Louis Berger with a three (3) year Punjab Youth Workforce Development Project (PYWD) to work with at-risk youth in Multan, Lodhran, Muzaffargarh and Bahawalpur to secure gainful employment and play a positive role in their communities. The Program will facilitate employment opportunities for 10,000 youth (of which 35% will be women) who will implement the following activities: a) proactive community engagements to mobilize at-risk youth; b) institutional capacity building and re-tooling of over 22 public/private vocational training providers; c) co-opting of prospective potential private sector employers for trainee placement; d) career counseling services; as well as e) providing access to finance for youth entrepreneurs.

Employee will serve as the IT Specialist and will carry out all duties designed to meet the objectives of the Program. The IT Specialist responsibilities shall include, but are not limited to the following:

Job Responsibilities

·     Bring together project requirements by reviewing program objectives, input data, and output requirements.

·     Support in positioning requirements in programming sequence for analysis.

·     Assist in developing, maintaining, testing and implementing web-based application.

·     Provide support in database development and enhancement as per new requirements.

·     Develop reporting templates within the application to cater for periodic and ad-hoc reporting requirements

·     Construct statistical inferences through database queries and their presentation on Dashboards.

·     Prepare reference for users by composing operating instructions.

·     Maintain historical programming records by documenting program developments and revisions.

·     Ensure smooth operation of IT equipment; troubleshooting malfunctions; calling for repairs; evaluating new equipment.

·     Support the project team through help-desk management.

·     Ensure uninterrupted provision of shared internet services to all staff.

·     Support in training of staff on MIS application.

Required Qualifications

1.  University/College education or equivalent experience in Computer Science, Engineering, Information Systems or related discipline.

2.  Minimum 2+ years of development experience in

  • NET technologies using C#.
  • NET MVC framework and Entity Framework.
  • ASP.Net Web Forms using C#.
  • Web technologies such as HTML, JavaScript, jQuery, XML, CSS.
  • Web Services (REST).
  • Crystal Reports or RDLC Reports.

3. Experience building multi-tier, distributed web or mobile applications, with an emphasis on Responsive Design.

4. Experience with data modeling, proven experience with MS SQL Server 2005/2008 including T-SQL, Stored Procedures, Triggers, DB maintenance.

5. Experience with MySQL.

6. Thorough understanding of theoretical concepts such as Object Oriented Analysis and Design, Design Patterns and Service Oriented Architecture.

7. Excellent knowledge of MS Visual Studio, MS SQL Server, Source Control and MS Office.

8. Ability to work independently, flexible, self-motivated and a team player.

9. Excellent oral and written communication skills.
