JOB PURPOSE:  The Manager Monitoring & Evaluation is responsible for guiding the M&E program strategies and providing overall M&E support to the organization. Critical tasks for the Manager M & E are setting up the M&E systems and ensuring they are implemented effectively by the Program Managers, primary stakeholders and implementing partners (as appropriate). The Manager M & E will work closely with the various Program Managers and field offices to jointly develop M&E plans based on existing formal and informal mechanisms, including the newly designed MIS. Through these systems, Manager M & E will be required to assess the overall progress of individual projects/programs, identify bottlenecks and propose solutions in a timely manner. 

Main Responsibilities & Tasks

General

  1. Conduct an assessment and gain an understanding of the current M&E mechanisms within Hashoo Foundation program and operations, including MIS
  2. Review and familiarize yourself with the previous program evaluations, and prepare/revise the monitoring & evaluation formats for future internal monitoring & evaluations purposes.
  3. Develop and implement specific reporting procedures on M&E findings for EMC/RDC members as appropriate/requested
  4. Ensure that an effective and participatory M&E system is established and disseminated to concerned program personnel.
  5. Carryout the M&E activities on a regular, day-to-day basis as part of the Program Support Team.
  6. Establish systems to ensure constant flow of required data and information to core office from the regions and various projects/programs being implemented. Collaborate closely with communication team to ensure quality of data in the form of still and moving pictures

Direct M&E Program Support

  1. Help develop/revise project log frame matrix, indicators, monitoring mechanisms for the program annual work plans
  2. Develop an overall framework for conducting and reporting on M&E activities e.g. annual project reviews, participatory impact assessments, process monitoring
  3. Participate in the design and implementation of data collection mechanisms that will be used as a baseline for program evaluations.
  4. Provide support to program staff in the development of the M&E component of their concept notes and proposals.
  5. Develop TORs in order to engage external entities/organizations for providing M&E Services
  6. Prepare required analytical/progress reports on M&E findings
  7. Make regular field monitoring visits to support implementation of M&E, identify where adaptations might be needed; facilitate and join external monitoring missions as required/requested.
  8. Provide opportunities for (and conduct) M&E trainings for project/program staff at headquarters and in the field offices.

General Program Support

  1. Assist the preparation of consolidated progress reports for the HF management, donors, stakeholders in accordance with approved reporting formats and timing.
  2. Develop close working relationships with project staff and stakeholders to establish a shared vision and achieve overall project objectives
  3. Guide staff in preparing the M&E component for project progress reports for HF management and donors. Together, analyze these progress reports in terms of problems and actions to be taken.
  4. Guide/supervise the development of information systems for M&E
  5. Assist in preparation of project Annual Work Plans; incorporate customized changes to the standard organizational M&E plan

Public and Donor Relations

  1. Work with the Program Support staff, especially the Communication coordinator, to help organize and prepare the HF monthly program reports (MPR), and any other program brochures or PR materials specifically by providing human interest stories and any impact as a result of the program activities.
  2. Work with the Program Support staff in organizing and compiling the HF Annual Report and supplemental PR materials necessary to enhance the image of HF and their programs. Annual report is once a year and other materials on as needed basis.
  3. Along with the senior management staff, from other departments, participate in donor meetings, workshops, Melas and other events as requested
  4. Work with the Program Support staff, and other HF program personnel, to find new potential donors, identify new partners from Government and civil society members and assist in the writing the M&E section of proposals, on an as needed basis.

Professional Requirements:

  1. At least 5 years of relevant experience with minimum 2 years of professional experience in project/programme monitoring and evaluation.
  2. Experience of working with INGO’s/donor agencies/UN preferred
  3. Demonstrated ability of implementing/coordinating M&E systems for national-level development projects
  4. Knowledge/experience of implementing Participatory M&E frameworks
  5. Individuals with knowledge of data management and analysis tools will be given preference
  6. Excellent report writing and presentation skills are a must
  7. Ability to meet targets within tight deadlines
  8. Result-oriented team player and leader
  9. Strong oral and written English communication skills required.
  10. Sound judgment, flexibility, adaptability and cultural sensitivity.
  11. Proficiency in MS Office Suite required.

Qualification Requirements:

          Master’s in social sciences or related discipline from a recognized university.
