SOW for Short Term Consultant for Capacity Assessment of Local Organizations Receiving USG- Supported Capacity Building Assistance Using OCA Tools

 

1.       Scope of Work Summary:

The scope of this consultancy is to carry out “Capacity Assessment” using OCA tools of seven organizations which received assistance from USAID PEEP. These organizations operate in the areas related to horticulture, livestock and dairy sectors and the consultancy will evaluate their increased capacity for service delivery in line with their mandate after receiving assistance from PEEP. The organizations belong to both public and private sectors. The consultancy also aims to evaluate whether they have improved their capability to expand the menu of the offered services to their members, enhancing outreach, playing active role in advocacy and sector policy inputs. In consideration of the findings, the consultant will also compare the results with pre-assessment results to measure the increase in the OCA score. The target organizations are based in various districts of Punjab.

2.       Background:

To develop a business enabling environment, policy and institutional reforms are one of the pre-requisite. Such reforms are unlikely to be either successful or sustainable without private sector, public sector and academia’s active participation. They can facilitate the development and implementation of policy work by data collection / information gathering, creating new knowledge through research that could serve as input to policy and advocacy work as well as to facilitate investment in the sector.

With this objective, USAID PEEP developed the capacity of selected private, public, academic institutions and business organizations through technical assistance. An assessment was made for the selected organizations before the start of the technical assistance. Altogether, PEEP conducted capacity assessment of following seven organizations, working in horticulture / dairy / livestock sectors using OCA tools:

i)                    University of Veterinary and Animal Sciences (UVAS), Lahore, Center for Applied Policy Research in Livestock (CAPRIL)

ii)                  Bahauddin Zakariya University, Multan, Horticulture Business and Policy Research Center (HBPRC)

iii)                Pakistan Agriculture & Dairy Farmers Association (PADFA)

iv)                Pakistan Cold Chain Development Company (PCCDC)

v)                  Punjab Halal Development Agency (PHDA)

vi)                Sahiwal Cattle Breeders Society (SCBS)

vii)              Sahiwal Chamber of Commerce and Industry (SCCI)

In this backdrop, the services of a consultant are required to undertake the post-assessment of the capacity of these organizations, to identify the improvement in their performance with respect to their mandate and international best practices using the same parameters of OCA tools used before the start of the assistance.

3.       Objective and Purpose of the Consultancy:

The overall objective of this assignment is to carry out the post-assessment for public, private and sector organizations and to compare their OCA score with their pre-assessment score to measure the improvement in their service delivery, outreach and role in the advocacy, policy and institutional reforms. For this purpose, the consultant will conduct a capacity assessment of human resources, physical resources, management system, and delivery system of each organization to calculate the OCA score of these organizations to compare it with their OCA score recorded during pre-assessment.

4.       Principal Duties & Responsibilities:

  • Conduct a background reading of PEEP documents relevant to the target organizations including but not limited to project scope document, relevant sections of annual work plan, issued RFA, concept note of the grants etc. to have an idea of the nature of work of the organizations.
  • Review the ongoing and completed projects/papers, especially related to policy issues, to have a fair idea of the nature of the work, undertaken by the organizations.
  • Meet with PEEP project’s COP, respective professionals of PEEP including Human and Institutional Capacity Development (HICD) Specialist, M&E team and Grants team. The Consultant is also desired to meet with respective members of the organizations, relevant public sector officials and other concerned stakeholders to understand the type of work the organization is performing.
  • Work in close coordination with organizations for post-assessment of their organizational capacity, for effective service delivery to their members and to assume roles in line with international best practices.
  • Fill the capacity assessment structured tool already available with PEEP, having quantifiable scale, and submit a short report comprised of capacity assessment results and comparison with the previous OCA score of the organizations.
  • Establishing the performance scorecard in the perspective of employees and organizational capacity, internal processes, customer, constituents and stakeholders.

5.       Specific Tasks of the Consultant:

I.                    The assignment will carry out in four major steps:

  • Desk work, for reviewing the relevant documents and literature of PEEP and target organizations as well as meeting with PEEP personnel.
  • Meetings with office bearers of the organizations and review of their systems and processes to assess their management and service delivery system.
  • Field visit to meet members of organizations, beneficiaries of the organizations (if any) and other stakeholders, and physically observing the ongoing activities of the organizations.
  • Report writing.

II.                 OCA Tool for use to assess organizations

  • Keeping in view international best practices of the role and performance of organizations, PEEP developed an assessment tool, with quantifiable scale under USAID guidelines of HICD, to assess the capacity of the organizations. The consultant is required to go through the capacity assessment tool to develop its understanding in consultation with HICD Specialist and M&E team of PEEP.

The tool encompasses the following areas:

  • Knowledge, skills, professional experience, competency, motives and capability of leadership and management of organizations.
  • System and processes in place, for information collection, information dissemination, and service delivery.
  • Local, regional or national level advocacy system and mechanism for watching members’ interest, and conveying members’ voice to various relevant forums involved in policy and decision making.
  • Current physical and human resources, and gaps therein for effective performance.
  • Local and international linkages available that can provide technical inputs/ backstopping for its regular operations.
  • Capacity to write funding proposals, to get funding from development agencies / donors.
  • Potential for generating revenue for sustainable operations, by members’ fee or by offering scalable / commercial services.
  • Capacity of project management, human resource management, financial management, procurement system, and monitoring and evaluation of interventions.

 

PEEP used the above-mentioned OCA tool to assess the organizations before extending the assistance to the organizations. Consultant is required to use the same tool for post assessment to measure the score for organizational capacity.

Consultant is required to fill the above capacity assessment tool, after physically examining the various systems / processes of the target organizations, and meeting with executives and stakeholders of the organization.

Consultant is required to write a short report not more than ten pages, comprising of following parts:

  • Analyze the findings and compare the post-assessment results with the pre-assessment results and measure the increase in the OCA score of the organizations.
  • Identify the capacity improvement areas considering the national and international best practices.
  • In consideration of findings of capacity assessment, suggest the brief performance improvement packages for each organization.

III.              Deliverables:

The following are the key deliverables of this consultancy:

                      a)            Filled organization capacity post-assessment tools, (in total 7, separate for each organization).

                      b)            Final Brief Report (not more than 10 pages for each organization): it will include but not limited to the following.

  • Findings of capacity assessment, comparison of these findings with the pre-assessment findings and measurement of the improvement in OCA score of organizations.
  • Recommendations.

Note: The report must highlight briefly the improved capabilities of organizations and percent increase in their OCA score.

IV.              Job Qualifications

  • Advanced university degree in a related field, preferably horticulture / livestock / dairy / capacity building.
  • At least 8 years of professional experience with institutional capacity development and capacity needs assessment at the national and international levels.
  • Current knowledge of the latest developments and trends in advocacy and policy development.
  • Experience in developing training and workshops materials.
  • Strong writing skills, and experience of presenting complex technical information in an easily comprehensible way.
  •  Good communication skills and fluency in English and Urdu.

V.                 Duty Station:

  • The duty station for this consultancy is Lahore, but travelling to various districts of Punjab is required.

VI.              Reporting:

  • The daily monitoring and oversight of the consultant’s work will be the responsibility of Component 2 Lead – HICD Specialist and M&E team.

VII.           Duration of the Assignment:

  • For the capacity assessment of one organization, the total number of LOE is five days (on average), including travel days. The total LOE of the assignment for seven organizations is 35 days and breakdown is given below:

This assignment is planned to start in the third week of May, 2017 and will complete in the end of June, 2017.
