Background

John Snow, Inc. (JSI), a leader in global health, is currently recruiting for a Sub-Award & Compliance Manager for a recently awarded USAID-funded three year KP-FATA Health Initiative (KFHI) in Pakistan. The overall goal of the project is to increase the availability of quality maternal and child health services in seven districts of the Malakand Division of Khyber Pakhtunkhwa (KP) and Federally Administered Tribal Areas (FATA) to improve the health outcomes of mothers and their children. This is a full-time position that will be based in Peshawar, Pakistan. The Sub-Award & Compliance Manager will report to the Deputy Chief of Party/Director of Finance.

Responsibilities and Duties

  • Serve as the point person responsible for managing and administering the KFHI sub-award with sub-contractor;
  • Monitor and support all phases of sub-agreement including pre-award assessment, on- going assessment of financial and technical deliverables, and timely contractual close-out;
  • On-site quarterly visits to subcontractor to ensure compliance with established administrative and financial policies and procedures;
  • Review and approval of subcontractor advance and reimbursement requests on a monthly basis for cost allowability and adherence to sub-award terms;
  • Working closely with the Accountant and Admin/HR Assistant, maintain JSI compliance with financial and operational systems, rules, and regulations, including, but not limited to procurement, human resources, and logistics. The responsibility of compliance will be cross cutting to enable the project to mitigate fraud waste and abuse;
  • Ensure a culture of compliance with the contractual requirements and with USAID rules and regulations. Identify and provide training for JSI staff and subcontractor staff as needed;
  • Coordinate with appropriate federal authorities regarding the regular and annual submission of  Annual Returns and other related documentation;
  • Work with project and sub-partner staff to ensure a robust budgeting and financial management and tracking system that adequately accounts for project funds;
  • Ensure implementation and compliance with internal (Implementing Partner) financial and accounting policies and procedures;
  • Ensure that all statutory requirements of the organization are met including payments of various taxes;
  • Prepare all supporting information for the audit and liaise with auditors, as necessary;
  • Perform any other task as assigned by the supervisor.

Qualifications

  • Bachelor’s degree and/or specialized certification from recognized accounting institution in Pakistan.
  • Minimum of six years managing sub-awards with an international or national organization for USAID-funded project/s.
  • Demonstrated knowledge of USAID and JSI rules and regulations.
  • Demonstrated record of honesty and integrity in the performance of official functions and demonstrated analytical skills.
