Objective of the Consultancy

The Short Term Technical Assistant will work with the central government to evaluate different management and ownership options for EPI to create a sustainable management model for EPI warehousing and distribution management. 

Eligibility Criteria

Education: Masters' Degree in Social Sciences, or relevant field; MBBS or Masters' in Pharmacy will be preferred.

Work Experience: Minimum 5 years’ experience in development and public sector in the fields of pharmaceuticals, and health commodities (preferably vaccines) supply chain systems.

Specific Tasks

  • Desk review of current Federal EPI warehousing infrastructure and systems (Tools, policy, literatures, PC-1 budgets, products characteristics, national and international procurements, HR structure) and seek guidance from HO including desk & literature review of international sustainable EPI warehousing outsourcing models
  • Develop an engagement/meetings plan with Federal ministry, EPI and other relevant stakeholders
  • Develop tools/ questionnaires for data collection covering various functions of inventory management and distribution systems being practiced at Federal EPI warehouse
  • Consultation/ Workshop with relevant stakeholders to analyze current EPI Warehousing environment and gap analysis in terms of financing, technical skills and HR
  • Design and develop draft suitable and sustainable EPI outsourcing model for review by HO & Government
  • Disseminate sustainable EPI outsourcing model to the government for endorsement and adoption

Deliverables

  • Final report for sustainable EPI warehousing management outsourcing model
  • End of consultancy report.

Duration of Assignment

The expected duration of the assignment is May 10, 2017 till June 15, 2017 with a total LOE (Level of Effort)/ Working days of 15 days.
