JOB DESCRIPTION:

Purpose of this Post:

Technical support for enhanced birth registration service delivery for children, as comprised within implementation of the Multi-Year Work-Plan (2015-2017), agreed between the Government of the Punjab and UNICEF. Under the said Multi-Year Work-Plan, the Digital Birth Registration (DBR) project will be maintained and managed by the Local Government Department, whereby the services of an Assistant Manager - ICT will be required, who will work under the supervision of the IT Manager for the provision of technical support and coordination for the successful implementation of identified interventions in selected districts of Punjab.

Major Duties and Responsibilities:

  • Perform tasks as directed by the ICT Manager
  • Assist the ICT Manager in the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, telephones, software applications and peripherals
  • Provide support during systems upgrades, installations, data transfer and data security and integrity
  • Work with the ICT Manager, Telenor and UNICEF to develop strategies and plans for upscaling and maintaining systems and services during the digital birth registration project
  • Assist in maintenance and management of servers, desktops, mobile devices, hardware, systems and applications, including the dashboard
  • Provide IT support to Local Government Department staff, as and when required
  • Assist the ICT Manager in developing and maintaining IT documentation, processes and procedures

Maintain Server Room Environment:

Perform Data Centre security monitoring and ensure customers are following appropriate rules and regulations

  • Respond to and escalate equipment alarms
  • Weekly visual inspections of facility
  • Perform daily and weekly server room clean-up
  • Maintain adequate supply levels for Ethernet patch cables, power cables, power bars, and other tools
  • Ensure all visitors to the ROOT Data Centre follow all health and safety regulations and protocols
  • Assist DBR field Facilitators in troubleshooting  any technical problems encountered in the field
  • Assist ICT Manager in capacity building trainings for frontline staff related to the DBR application
  • Assist the ICT Manager in data collection from District, Tehsil and UC levels for consolidation and present same to the Local Government Department and UNICEF on a monthly basis. 
  • Undertake any duties or tasks, assigned by the Supervisor

Qualification / Specialist Knowledge / Experience Required:

  • Should have a Bachelor Degree in Computer Science, Software Engineering
  • Possess at a minimum a Diploma/ Advanced Diploma/ Bachelor Degree in IT
  • Knowledge of hardware, software and network management
  • 3 years’ experience in the IT field
  • Experience in data center operations is preferred
  • Technical knowledge of Microsoft Windows on both desktops and servers
  • Desktop: Windows 7, 8.1 and 10 
  • Server: Windows Server 2008R2 and 2012 R2, Linux
  • Android and android development kit
  • Excellent communication skills - both written and verbal
  • Fluency in written and spoken English is highly desirable
  • Must be a team player
