Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides  data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:

In August 2010, USAID/Pakistan in collaboration with a local partner, initiated the five-year Gender Equity Program (GEP) in Pakistan which aims to reduce gender inequality and gender-based violence, and enable women and girls to realize their rights, determine their life outcomes, and influence decision-making at all levels. GEP awards sub-grants to public and private sector entities to improve attitudes and behavior towards women; expand women’s access to justice; increase women’s awareness of and opportunities to exercise their rights; strengthen the capacity of women’s rights organizations; and contribute to a productive discourse on gender equity within Pakistan. GEP is ending in August 2017 and USAID has asked MSI to conduct a study focusing on women, peace, and security (WPS), and gender based violence (GBV) to support the design of a new gender equality and social inclusion program. The gender programming priorities study will examine the constraints and opportunities for GBV and WPS programming in Pakistan, as well as assess the results of the Gender Equity Program (GEP).     

MSI is seeking two (2) Data Analysts with excellent qualitative data management and analysis skills to support the team in the analysis phase of the study. The position entails about 52 days of effort per person. The Data Analysts will work within a team composed of a team lead, subject-matter experts, a senior qualitative data analyst, a statistician, and an assignment manager.

Responsibilities:  

  • Participate in the planning exercise and develop a complete understanding of the data collection instruments.
  • Support pre-testing of data collection instruments.
  • Help develop the data collection and analysis plans. Keep plans up to date.
  • Regularly report on data collection progress and quality aspects.
  • Create a data repository, ensure data is cleaned, labeled, coded, and in a format usable for data analysis.
  • Conduct qualitative and quantitative data analysis.
  • Assist with preparations for presenting results to USAID and implementing partners.
  • Prepare charts, graphs, tabulations for final reporting.
  • Any other task related to the assignment and the position.

Qualifications

  • At least a bachelor’s degree in a relevant field and two (2) years of relevant professional experience.
  • Demonstrated experience with quantitative and qualitative data analysis.
  • In depth knowledge of statistical software for quantitative data analysis, either STATA, SPSS required. Proficiency is Excel is necessary. In addition, candidates with prior experience with qualitative data analysis software like MaxQDA, NVivo etc. is preferred.
  • Understanding and prior experience of issues related WPS, and GBV is preferred.
  • Excellent interpersonal communication skills.
  • Excellent English writing skills.
