Introduction of organisation

HelpAge international is a UK based network of organizations, committed to help older people to claim their rights, challenge discrimination and overcome poverty so they can lead a dignified, active, healthy and secure lives.

We work with our partners to ensure that people and stakeholders in Pakistan including the government, INGOs, UN, NGOs, media, and academia understand how much older men and women contribute to society, and that they must enjoy their right to healthcare, social services and economic and physical security. In Pakistan HelpAge is actively engaged and contributing in Humanitarian and development sectors since 2005. (www.helpage.org )

Back ground to HelpAge DRR work in Pakistan

HelpAge in Pakistan first began operations following the 2005 Earthquake; this was later boosted following the floods in 2010. Through this response large numbers of older people associations (OPA) were constituted in communities across Pakistan to facilitate both emergency response and also setting a path for longer term work including disaster risk reduction. Four types of interventions and programme components are implemented through this model. These include: CBDRM trainings including supply of stockpiles, Health Care Protection, Mobility devices provision and Community revolving fund for livelihoods support.

The CBDRM component looks at Inclusion of older people in emergencies and in post emergency period for effective recovery mechanisms.

Background to Consultancy:

HelpAge is implementing a German Foreign Ministry funded project called “Building Disaster resilience; improve livelihood and health condition of disaster affected population of Muzaffargarh District of Punjab Pakistan”. The project has livelihood, health, advocacy and Disaster Risk Reduction-DRR/Climate Change Adaptation-CCA as core components. Alongside capacity building initiatives built around Village Disaster Management Committee-VDMC and schools the project the project also retains livelihood and health as core component.  

This is evident that flood in Pakistan is due to the change in climatic conditions and is adversy effecting the livelihood and agriculture. The shift in monsoon and other seasons has also resulted change in cropping patterns and many more. The recent study is meant to see how climate change is impacting district Muzaffargarh, see at the different hazard timelines and changes with that. The community has definitely managed to cope with all the situations. The purpose is to see how they managed to cope with not specifically with livelihood but a bit of in-depth indigenous knowledge of the local community. Older people are definitely the historian of disasters and owing indigenous knowledge. The study therefore should cover older people in sample size.

OBJECTIVES

  1. A Survey on impact of climate change on livelihood and indigenous coping techniques in District Muzaffargarh- Punjab Pakistan

Task 

  1. Consultants will give a schedule of activities; they have to travel to the respective location to cover these.  The duration of these activities will be from 3rd April 2017-3rd May 2017.
  2. Consultant will develop questionnaire in collaboration with livelihood, agriculture department and Senior programme Manager at HelpAge International for focus group discussions and Key informant interviews-KII.
  3. Consultant will conduct Focus Group Discussions-FGDs with the community. There are 50 communities in total. The consultant will provide the sample size with methodology.
  4. Consolidation data and final report

Deliverables:

  • Endorsed final report of the survey with clear recommendations and traditional techniques on how to develop climate change resilient livelihood.

Expectation from HelpAge International

  • Overall organisation, direction and supervision of the project.
  • Transportation arrangements will be supported by HelpAge International (only from Muzaffargarh office to field), therefore their costs should not be mentioned in the proposal.

Duration and timeline

The proposed duration of activities will be from 3rd April to 3rd May 2017, a schedule of activities for this duration will be given and consultants are required to work on specific days (Maximum 20 Days), it is expected to receive the final product by 10th May 2017.

Consultancy profile

The consultant should have experience in Climate Change & Livelihood programs and conducting similar assignment like research, evaluations, sound knowledge about existing initiative and interventions with reputable organizations.

General conditions

  1. No contract may commence unless the contract is signed by both parties.
  2. The consultancy firm will be required to submit all the deliverables mentioned above at the end of the contract.
  3. All finalized products will be the sole property of HelpAge International and the consultant will not be allowed to reproduce or share them with anyone without prior approval from HelpAge International.
  4. Final payment to the consulting firm will be dependent on the completion of deliverables (to be specified in the contract) as well as handover notes and relevant data.
