Description of the Unit:

In 2007, Trócaire opened a country office in Pakistan. Our goal in Pakistan is, ‘to contribute to a just and equal society where people have control over their own lives and are holding those in power to account.’ Under Trócaire’s strategic plan for Pakistan (2016-2020) our programming will focus on:

  • Challenging gender based violence
  • Supporting small farmers impacted by climate change
  • Protecting bonded labourers
  • Responding to humanitarian needs

We work at an individual, community, civil society and institutional level to ensure that power relations ultimately benefit those most in need. As a partnership agency, we engage with civil society organisations skilled in advocacy, community mobilisation, awareness raising, humanitarian response, service delivery, legal assistance and research.

Background to the Role:

The role will lead on the delivery of Trócaire’s Challenging Gender-Based Violence (GBV) programme. The objectives of the Challenging GBV Programme are:

  • To ensure that survivors of GBV can access quality support services;
  • To enable men, women, boys and girls to think critically about GBV and take steps to prevent it;
  • To ensure the implementation of legislation that safeguards women’s rights.

Team Relationships:

The Programme Manager will also work with: Programme Managers (3), Monitoring, Evaluation and Accountability Manager (1), Grants Coordinator (1), Advocacy and Communications Coordinator (1) and Finance Officer – Gender (1). In addition, the post holder will be required to engage with other relevant staff in Pakistan and Ireland.

Role Description

Scope of the Role:

This is a replacement role and sits within the programme team. The Programme Manager – Gender will lead on the development and implementation of Trócaire’s Challenging Gender Based Violence programme. The Programme Manager – Gender will be responsible for leading a dynamic and motivated team, ensuring quality delivery of programme activities in in 8 districts in KP and Sindh, managing a diverse partner portfolio, overseeing grant and financial management, and representing Trócaire at external meetings, events and networks.  

The Programme Manager – Gender will provide tailored technical support to partners including monitoring visits, mentoring of staff and facilitation of technical and programmatic workshops. The Programme Manager – Gender will also support Trócaire’s efforts to mainstream gender in all aspects of its work.

Key Duties & Responsibilities:

Programme Management (55%):

  • Lead on the development, reporting and revision of the programme strategies in line with organisational and donor priorities.
  • Develop and oversee the implementation of programming including planning, regular monitoring visits, guidance on programme quality and accountability and reporting on outcomes and impact.
  • Coordinate with the Monitoring, Evaluation and Accountability Manager to ensure Trócaire and partner staff develop and deliver programme monitoring and evaluation systems, including adherence to organisational and donor requirements.
  • Coordinate with the Finance Officer – Gender to ensure effective and efficient programme and partner budgets and spending, including timely disbursements of grants.
  • Lead on the development and contracting or delivery of service providers linked to the programme including clear Terms of Reference, appropriate resource allocations and quality assurance in line with best practice.
  • Support the delivery of Trócaire’s safeguarding commitments at programme and partner level through training, mentoring of staff and periodic compliance reviews.
  • Provide guidance to the gender team and partners on effective downward accountability to programme participants through information sharing, complaint handling mechanisms and independent verification of programme quality.
  • Support the management, review and revision of the programme’s partnership portfolio in line with organisational requirements.

Capacity Development (15%):

  • Identify and address training needs in relation to programme management; monitoring, evaluation and accountability; advocacy and gender.
  • Ensure tailored support to partner staff including extensive monitoring visits, oversight of programme performance, mentoring and delivery of technical and programmatic workshops.

Human Resource Management (15%):

  • Manager the gender team (3 Programme Officers and 1 Advocacy Coordinator) using Trócaire’s performance management system, ensuring team members are clear on their roles and responsibilities.
  • Build capacity of the team and promote learning between team members.

Advocacy and Profiling (10%):

  • Build and maintain strong relationships with programme donors.
  • Pursue and develop proposals for funding opportunities.
  • Provide guidance to Trócaire and partners to ensure a rights based approach is adopted by the programme and connections developed between practice and policy at a country, regional and international level.
  • Lead on the development and delivery of a programme advocacy plan.
  • Actively participate in relevant gender networks including development of strategic alliances and strong relations with relevant government authorities to share learning and profile our programme.

Other (5%)

  • Promote organisational learning on gender through active participation in country office and programme meetings and workshops and maintain close coordination with Trócaire’s Programmes Unit in Ireland.
  • Provide required support to Trócaire and partners as part of a humanitarian response.
  • Undertake any other responsibilities assigned by the country management team.

 

Person Specification

Qualification

  • Graduate degree in international development, gender or other relevant field
  • Post graduate degree in gender or other relevant field would be an asset

Experience

 

  • 5 years’ experience of working within an I/NGO
  • 3 years’ experience of gender related programming and in depth knowledge of gender based violence issues in Pakistan
  • Experience of working in partnership with local organisations
  • Experience of developing and delivering rights based programming, particularly gender

Skills

  • Excellent understanding of gender within a Pakistani context
  • Ability to motivate others and build effective teams
  • Good understand of programme cycle management and results based management
  • Extensive facilitation and capacity building skills
  • Excellent written, oral and presentation communication skills in English and Urdu
  • Computer literacy skills in Microsoft Word, Excel and Outlook
  • Good understanding of financial management systems and budget monitoring and reporting
  • Experience in developing and monitoring advocacy activities
