1.      Organizational Context

Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country.  Set up by the Government of Pakistan, as an autonomous not-for-profit organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfW Entwicklungsbank (Development Bank of Germany) and other statutory and corporate donors.  PPAF aims to be the catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. The core operating units of the PPAF deliver a range of development interventions at the grassroots/community level through a network of more than 100 Partner Organizations across the country.  These include social mobilization, livelihood support, access to credit, infrastructure and energy, health, education and disaster management. 2.      Background:

The KfW has agreed that the project needs a web based reporting database that can be accessible to KfW as well as PPAF to ensure transparency in the project implementation.

3.      Objective

The purpose of this consultancy is to monitor and facilitate the Partners (POs) and Associate Partners (APOs) working in KPK, develop and regularly update the MIS and maintain the LACIP website under KFW funded projects. The monitoring staff will also monitor qualitative and quantitative outputs of POs in the Province.

4.      Scope of Work (SoW)

The objective of this consultancy is to:

  1. Assist the PGM LACI - P
  2. Develop Modules to document the process observed.
  3. Develop a monthly reporting mechanism for the said department/ project.
  4. Ensuring submission of  required reports for the following  Departments
    • CPI
    • H&E
    • ID
    • DRR
    • LEP
    • Executive Dash Board
  1. Verifying the key indicators from selected respondents to validate the quality of data.
  2. Development of monitoring and evaluation of PPAF for implementation of the projects.
  3. Up gradation of MIS and Website on regular updating LACIP website.
  4. Interact with POs & beneficiaries to verify key indicators for evaluation of data quality on behalf of PPAF.

5.      Deliverables

The assignment will consist on the following deliverables.

  1. Requirement Analysis
  2. SRS ( Software Requirement Specification Document ) Development & Approval.
  3. Software  Development
  4. Deployment.
  5. Training Of PPAF Team and Partner Organizations.
  6. Up Gradation
  7. Maintenance.

Consultant would develop the sin consultation with the PGM the web based database of LACIP.

6.      Contract Duration

The consultancy will be awarded for a total of 30 months.
